Dear People of the Northstate Vision:
We enter the harvest season in the thick of an election season even
more contentious than those of 2004 and 2006. There is more hate
in the air on all sides – and even higher stakes. And for
California the Culture of Life God seeks to usher in through the
hands of His people who pray is both at risk and trembling on the
brink of reality as we face the opportunity to declare that marriage
is what God calls it to be (Prop. 8) and that parents must be told
(Prop. 4) when their underage daughters plan to abort a child. For
too many years the momentum of law has been toward the culture of
death even as the momentum of the heart has been toward life. (In
plain English that means more and more crisis pregnancies are resulting
in chosen life while political leaders encourage death with laws
allowing assisted suicides and marriage without covenant.) If these
initiatives are adopted they won’t launch the millennium,
but they will reverse the tide, and we need to pray this occurs.
Scripture says if God’s people humbly pray (daily) and seek
His face He will heal our land. Vote for whom and what God desires
and pray.
But prayer for a political sea change is not enough – not
even close. The weapons of our warfare are blessing, forgiveness,
and the Supper of the Lord made available to those who hunger and
thirst and for the envy of those who do not yet know how hungry
they are. We are to be militant in the offering of peace and healing
to all we meet – and that includes those we see as the merchants
of death in all of its forms. Many ministries are joining in the
call for days of fasting and prayer as the election approaches,
and this is of God. But let us recall that His idea of fasting (Isaiah
58) is to set the captives at liberty and to feed the hungry. Our
prayers must be as constant as the Northern Star, but they must
be for healing more than for mere victory.

PrayNorthState leads Building a House of Prayer: Some Assembly Required
at Arcata First Baptist Church from Friday, October 17 through Saturday,
October 18. The conference is designed to demonstrate and train
for a culture of prayer – the kind God calls out when He says,
“Pray without ceasing,” and “My house shall be
called a house of prayer.” Call 707-822-0367.
Prophetic Acts With Impact comes to River Rock Christian Fellowship
in Truckee from October 24-5 and to Jesus Christ Fellowship in Middletown
, Lake County, from October 31 through November 1. The conference
is held from 7-9:30 PM on Friday and from 8:30 to 5 PM on Saturday.
Participants learn how to join with Christians across denominational
lines through proclamation of the whole Word and projects of targeted
prayer. Prayer Vanguard – praying on site with insight is
both taught and practiced at this event. Also taught will be concepts
of community transformation and the documentation of what God does.

Jim’s new book – The Holy Spirit and the End Times:
A Season of Unusual Miracles – will be released from Destiny

have been urging Jim to write for the past seven years. It is a
handbook on pragmatic prophecy and the prophetic community God has

WHAT’S UP IN THE NORTHSTATE
Prayer is being coordinated all over California for Proposition
8 – the November ballot measure that will (if adopted) amend
the state constitution to again state that marriage is an exclusive
covenant between a man and a woman. (PrayNorthState is part of that
coordinating effort.) Just as important is Proposition 4; this one
would require parental notification when a minor seeks an abortion
in California . Our prayer is that these initiatives will be adopted,
and that their adoption will come as an affirmation of the Culture
of Life we seek rather than as a political backlash. For that to
occur the Body must mobilize as an agent of prayer and blessing,
and not just as a political force. Multiple ministries are sponsoring
a forty-day period of prayer and fasting that began on September
23. We urge participation on a daily basis, and as the Lord leads.
If you did not begin at the beginning please let your beginning
be now.
Sierra Ministries International is a longtime partner with PrayNorthState
– and they have been around a good deal longer than we have!
Sierra presents Prayer in the Making at Bidwell Presbyterian Church
in Chico , California , October 10-11. The Rev. Dan Prout will lead
this opportunity to put down deep roots of prayer, that we might
become the House of Prayer our Lord calls us to become. There will
be special emphasis on personal and city-wide prayer. Call 530-343-1484.
Sierra Ministries International will bring Healing Ministry Training
to Warehouse Christian Ministries in Roseville , California , October
24-25. This seminar introduces the Biblical basis for modern Christian
healing and will provide hands-on training. The Rev. Dan Prout is

Pacific Justice Institute is a Christian non-profit legal foundation
with more than one thousand volunteer attorneys taking cases involving
religious liberties and constitutional issues for no fee around
the country. Based in Sacramento and Orange County , California
, they conduct more than half of their ministry in our state –
including the celebrated case in which they persuaded a California
appeals court to reverse itself and again permit home schooling
by non-certificated parents. President Brad Dacus will offer a ninety
minute briefing for pastors and other leaders on Tuesday, October
21, from 9-10:30 AM at Faith Bible Church in Citrus Heights . The
focus of the briefing will be potential liability issues for pastors
and leaders should same sex marriage remain legal in California

House of David Ministries partners with Outer Court Ministries in
Chico to begin a monthly Night of Prayer for Israel. These evenings
begin this month and will be held on the fourth Tuesday of each
month beginning at 7 PM. Worship, praise the Lord, and seek His
face for the nation of His firstborn. God says in Genesis 12:3 that
He will extravagantly bless those who bless Israel – and American
history since 1948 alone shows that we are strongest when we are

another location on these strategic evenings. October 28 is the
start.
Bethel Church will also host their annual Open Heavens conference
from October 22-24 at the church’s Redding campus, and their
semi annual Leadership Advance from November 3-5. Open Heavens is
a Wednesday through Friday event while Leadership Advance runs from
Monday through Wednesday. Pastors John and Carol Arnott (founders
of Toronto Airport Fellowship) will keynote the earlier conference,
along with Bethel’s Senior Pastor, Bill Johnson. Worship will
be led by Worship Pastors Brian and Jenn Johnson, and Kim Walker.

PrayNorthState – through Jim – will offer a class at
Redding’s Bethel Church on Wednesday Evenings beginning October
29 at 7 PM called Praying Home the Prodigals. Based on his book,
Living As Ambassadors of Relationships, the class will run through
Wednesday, December 17. We are in a season in which there have been
more recorded miracles in the past fifty years – and more
decisions for Jesus – than in the rest of recorded history
combined. Yet the Lord states that the miracles have a purpose –
and that is to turn the hearts of the fathers to the children and
prepare a people for righteousness, in the words of Luke 1:17. Contact

Lou Engle leads The Call California at San Diego’s Qualcomm
Stadium on Saturday, November 1, from 10 AM to 10 PM. The meeting
will be a time of fasting and prayer for the state of California
with special emphasis on challenges to and opportunities for the
culture of life in the form of ballot measures like Propositions
8 and 4 – and the spiritual climate consequences represented
by abortion on demand – even for children – and the
acceptance of same sex marriage in the state. Go to THECALL.COM

Another strategic event that requires advance planning for participation
will the Focus on Marriage event from Focus on the Family. The conference
will be carried live via satellite on February 28, 2009, and will
feature Beth Moore (Living Proof Ministries); Dr. Gary Smalley (Smalley
Relationship Center); Dr. John Trent (Center for Strong Families);
Gary Thomas (Center for Evangelical Spirituality); and Dr. Del Tackett
(Focus on the Family Institute). This conference is seeking hosting
sites and has the potential to impact our lives in some fundamental

UPCOMING PrayNorthState EVENTS
We introduce a new teaching series this Fall titled Praying Home
the Prodigals that is based entirely on Living As Ambassadors of
Relationships. The class will be adapted to a weekend or retreat
format and taught at a clergy retreat at the ECCO Conference Center
near Yosemite National Park from November 10-12 – a Monday
through Wednesday event. Praying Home will also be offered at Victory
Tabernacle in Sacramento on the weekend of November 7-8 from 7-9:30
PM on Friday and all day on Saturday. All are welcome to the Victory
Tabernacle weekend event regardless of church connection; the clergy
offerings are by invitation only at this time. We look forward to
teaching the course in a number of venues; love offerings will be

both churches in the AM. He will be preaching at River Rock Christian
Fellowship in Truckee on October 26, and at Jesus Christ Fellowship
in Middletown on November 2, also at the morning services. Jim will

, Wednesday Evening, October 22, at their evening service, and he
will begin teaching the Praying Home the Prodigals class at Bethel
